The Walker Police Department’s SRT assisted the DEA several months ago in the execution of a narcotics search warrant. As a result we have been told that we are going to be given a portion of the forfeiture proceeds. Capt. Long and A/Capt. Howe have completed the necessary paperwork needed to receive these funds, which are separate from the KANET forfeiture funds because they are specific to our SRT’s assistance. The only requirement to receiving this money is that it must be used for SRT specific equipment. As a result the proceeds of approximately $5,000 will be used to cover what would have been the agency’s portion of the cost to replace some of the team’s heavy duty flack vests.

The Walker Police Department won the first place award of $3,000 for an agency our size (26-49 officers) for a traffic enforcement grant which is awarded via the Michigan Association Chiefs of Police and OHSP. The funds come with a stipulation that they must be used for traffic enforcement equipment. We are going to purchase a small trailer to hold the accident investigation equipment and the crime scene investigation equipment which right now is stored in the department garage which was done to help reduce the vehicle fleet within the police department and must be loaded whenever one or the other is needed at a scene. While this approach has worked it has at times delayed our response to various scenes. We believe the trailer will improve the situation while not costing the City of Walker any budget dollars. We are grateful to A/Capt. Howe for completing the entry for our agency and the City which enabled us to win these funds.

In January the West Michigan Traffic Safety Committee met at GVSU for their quarterly meeting. One of the two presentations was about snow removal from a (city, township, county or state) worker’s perspective. The presentation was so powerful and identified several issues for plow drivers that the two co-chairs (Tim Little of MDOT and myself) asked for a follow-up meeting on the subject with representatives from the State of Michigan and MSP who oversee accident investigation matters. The meeting came up with several recommendations including statewide training for law enforcement officers and revisions in State Law. MSP personnel are working with our group on this matter.

A coalition was formed in Walker made up of area neighborhood watch block captains, youth, school and church representatives and Walker Police Department members to address underage drinking. This group is actively seeking ways to address this important issue and has been exploring a potential ordinance that has worked very successfully elsewhere in the State of Michigan. The group has indicated that they want to approach the ordinance committee to seek their support in passing a local ordinance on house parties that hold the owner/person in control of the premises responsible. Their goal was to try and bring this matter before them in the next 45 days.

An embezzlement case occurred at a local fast food restaurant in which a bank deposit was stolen from the office safe. Several employees were working at the time. At this time the investigation is focusing on identifying the suspect and clearing others.

Two people were arrested in Walker for retail fraud. The suspects were identified as being involved in an active fraud ring across the state. The ring has caused significant losses to retailers. Several law enforcement agencies are seeking additional criminal charges.

There was a significant rise in the number of retail frauds during the month of January particularly in the Alpine corridor of the city as compared to December of 2009. However a review of the data also revealed that there was a marked decline this year in the number of burglaries and theft from vehicles as compared to last year in January.

Training: All sworn members completed the low-light shoot at the Kent County indoor firearms range. Our 3 defensive tactics instructors participated in Krav Maga (Israeli army developed self defense system) training.  SRT unit completed their monthly training.

Volunteer Unit:  Our volunteers logged 278 hours of service in January. In addition they have been very busy planning for Char’s benefit dinner in February.

Chaplains:  The Chaplains conducted the monthly meeting including debriefing of some procedural issues involving the role of a police chaplain at police scenes. The meeting was very productive with workable results.

Directed Patrols:

Vinecroft for truck route violations. No violations have been observed by our personnel on any of the occasions when they have done directed patrol in the area. This DP has now been closed as a result.

The speed board has been over at the garage getting cleaned and the rust painted inside the battery box. Once that is done it will be put into storage for the winter.

There were (15) property checks completed in January. There was nothing unusual located during these checks.
