DDA Districts, Easements, and Special Assessments

What is the Standale DDA and what purpose does it serve?

In general terms, the DDA is a special taxing authority that collects property taxes and funnels them into specific improvement projects within the District.

What are the different “districts” within the DDA and what purpose do they serve?

Downtown Development Authority (DDA) District

This is the overall district that covers the Standale business area. The tax increments captured within the boundaries of this district must be used to fund projects located within the district. These projects act as catalysts to foster future growth within the area and help stabilize the business district. Examples of such projects in the past include road improvements/widening, streetscape improvements, landscaping, joint use parking lots, and the new fire station / community center.

The DDA District is governed by a 11-member board consisting of business owners, property owners, and residents within the district and administered through the City of Walker.

Streetscape Special Assessment District

Similar to the parking lots, a special assessment district was also established to pay for the maintenance and upkeep of the streetscape improvements along the roads. This includes mowing and watering of the parkways, landscape/flower planting, streetlight operation, and various decoration/banners. This assessment is based upon a formula that takes into account the front footage of the parcel and the area of the parcel. This assessment is applied only to those properties that have an improved “streetscape” frontage.

Streetscape special assessment districts was reviewed in 2007, and will continue until the year 2023.
